Zotus Group Consultancy, Inc. Philippines Announces Major Progress in Balete 4PH Housing Project
Manila, Philippines – September 10, 2024: Zotus Group Consultancy, Inc. Philippines, as the majority
shareholder in the Ballete 4PH Housing Program, is thrilled to report a key advancement in the development of
4,608 housing units.
Through a joint venture (JV) with Mr. Edwin Hilapad and Crystal C 888 Marketing, this initiative is a significant
part of our ongoing mission to address housing needs and contribute to sustainable growth in the Philippines.
Under Secretary Mark Cristeo R. GIMENEZ of the Office of Regional Concerns & Faciliation of Presidential
Management Staff commented:

A pivotal achievement for the project is the recent signing of a 50-year lease on the project site, securing its longterm stability. Moreover, Zotus has entered into a 100% assignment agreement of all rights from Crystal C 888 Marketing, which includes an initial $138 million USD guarantee provided by Crystal C and its affiliate company.
This guarantee is backed by the government upon completion of the housing units. With these assurances and
the government’s commitment to purchase the units, Zotus has ensured both the financial security and
operational control required to bring this project to fruition.
In July groundbreaking ceremony for Balete 4PH housing project took place, a significant step toward providing
affordable, safe, and sustainable homes for underserved communities. This project, funded by Zotus is a
collaborative effort with local partners to address the urgent need for quality housing in the region. The ceremony
marks the beginning of a transformative journey that will empower families and uplift entire communities,
reinforcing our commitment to fostering social equity and enhancing the quality of life for all.
The Groundbreaking Ceremony was led by the esteemed Mayor Wilson V. Maralit, Congresswoman Ma.
